f) A candidate who is Govt. servant with three years continuous service is eligible for relaxation in the upper age limit as follows:

The examination fees is not-refundable. |

How to Apply : |
| |
i) The candidates who fulfill the requisite qualification as mentioned above have to apply On-Line through website
http://ofm.gov.in only after publication of advertisement in Employment News. |
| |
ii) After submitting the online application and uploading recent passport photograph, a unique user ID No. will be generated automatically.
This unique user ID No. can be used for reference. This unique user ID No. and date of birth (both) of candidate should be used for taking the printout/hard
copy of filled application. After that candidate has to send this application (hard copy of online application) to the General Manager, Ordnance Factory,
Muradnagar, Ghaziabad(UP) Pin- 201 206 duly completed in all respect. While sending the application, these instructions must be followed. |

iii) Candidate has to paste/affix same colour passport size photograph which he has uploaded in online application of the candidate on specified
space, putting his/her signature partially on photo and partially on application without hiding his/her face. |
| |
iv) Apart from this one (01) additional recent self-signed photographs same as uploaded in online application is to be enclosed separately with the hard copy of application. |
| |
v) The printout of the filled application form duly signed alongwith impression of left hand thumb at proper place should be
addressed to the General Manager, Ordnance Factory, Muradnagar, Distt. Ghaziabad (UP) Pin-201206 and sent in an envelop, clearly
written with words (in capital letters) i.e. “APPLICATION FOR THE POST OF LABOURER (SEMI-SKILLED) alongwith the attested copies of
the documents i.e. requisite certificates in support of age (Date of Birth) and qualification, cast certificate in r/o SC/ST/OBC/PWD/Ex-SM. |

vi) Crossed IPO/DD of value of Rs. 50/- (Fifty only) in favour of the General Manager, Ordnance Factory, Muradnagar, Ghaziabad.
However, candidates belonging to SC/ST/PWD & Ex-SM need not send any IPO/DD. The examination fee is not refundable. |
| |
vii) Persons working in Central/State Government/PSU must apply through proper channel only. |
| |
viii) SC/ST/OBC/PWD certificates should be in the prescribed format issued by the competent authority, applicable for reservation in jobs under Govt. of India. |

ix) The candidates seeking OBC reservation is required to submit a certificate regarding his OBC status and Non Creamy layer
status issued by a Competent Authority and should be valid on the last date of receipt of application. |

Photographs : |
| |
The candidate should upload his/her recent (not more than three months old) passport size photograph on the online application & paste one photo at prescribed place and also enclose one more colour passport size (self signed) of the same photograph with the application. |

Rejection of Application : The application shall be summarily rejected on following grounds. |
| |
i) If, the hard copy of online application form is received after 08 days from the closing date of online application. |
| |
ii) If, date & signature is not appended in the hard copy of application form at the prescribed places. |
| |
iii) If, the candidate does not put Left Hand Thumb Impression in the hard copy of application form at the prescribed column of the proforma. |
| |
iv) If, IPO/DD is drawn before the publication of this advertisement. |
| |
v) If, the age of the candidate exceeds the prescribed age limit on the closing date of online application. |
| |
vi) If, the essential qualification is not possessed by the candidate. |
| |
vii) If, copies of all supporting documents duly attested are not enclosed with hard copy of application form. |
| |
viii) If, in case of OBC candidates valid Non-Creamy layer certificate is not attached. |
| |
ix) If, application is not complete in all respect as per the requirement given in the advertisement. |

CLOSING DATE : |
| |
Last date/closing date of filling of online application will be 21 days from the date of opening online system for filling of online application. |
| |
Last date/closing date of receipt of print out of filled-in/hard copy of application form will be 08 days from the closing date of online application. If
the closing date falls on a holiday/Sunday, next working day will be the closing/last date. |

MODE OF SELECTION : |
| |
Selection will be made strictly based on marks obtained by the candidates in the written test of 100 marks. The written test shall be fully objective type and OMR based. After the written test, based on merit, candidates to the extent of 1 : 1.25 times the number of vacancies shall be called for the trade test. There shall be no interview. The final select list shall be based on marks in the written test only, the trade test being qualifying in nature. The final select list shall be prepared and displayed in order of merit. The question paper will be bilingual i.e. Hindi & English. |

(b) TRADE TEST : |
| |
As per trade test specification, a Semi-Skilled workman will be mainly engaged on handling/shifting of material. He will also be required to clean machines, floors of shops/areas around machines and other similar places, if and as necessary”.
The trade test will be designed accordingly to test the aptitude of the candidate. However, this test will be of qualifying nature only. |

Final grading will be decided based only on marks obtained in written test subject to qualifying in the prescribed trade test.

i) The crucial date for determining the Age Limit shall be the last date of receipt of on line application and not the date of receipt of hard copy
at OFM. |

ii) The above post carry pay scale as shown above plus usual allowances as admissible to Central Govt. employees from time to time. |
| |
iii) Candidates appearing for Examination/Trade Test/Practical will travel on their own expenses. However, SC/ST/Ex-Military personnel (PWD/PC)
shall be reimbursed Second Class TA railway fare or bus fare (beyond 30 Kms both ways) as admissible under the rules on production of Bus/Train ticket for the
shortest route and Caste/Community certificate/discharge certificate. |

iv) Canvassing in any form will disqualify the candidature. |

v) Ordnance Factory, Muradnagar will not be responsible for any postal delay. |

vi) New entrants to the Govt. service will be governed by New Pension Scheme termed as ‘Defined Contributory Scheme’. |

vii) The candidate is liable to be transferred to any of the Ordnance Factories in India, in case of exigency

viii) The services of the candidates furnishing any fake/false Certificates are liable to be terminated at any stage after appointment. Apart from

x) Submission of false/incorrect/incomplete information and/or dubious/bogus document shall disqualify the candidate. |

Ex-SM certificate, PWD/PC certificate duly attested by a Gazetted Officer should be enclosed with the application.
No document should be enclosed in original except “No Objection Certificate”. |

xii) For date of birth, only High School or equivalent certificate or birth certificate issued by the authority
authorized by the Government, will be accepted. |

xiii) Person working in Central/State Govt./PSU must apply through proper channel alongwith the certificate from their
Establishment that No Disciplinary action is contemplated/ pending against them and that they have no objection in releasing them in case of selection. |

xv) Only selected candidates will be informed for their selection in due course after the selection process and no other correspondence on the subject would be entertained. |

| 12. | DEFINITIONS OF DISABILITIES : |
| |
Hearing Impairment: “Hearing Impairment” means loss of sixty decibels or more in the better ear in the conversational range of frequencies. |
| |
| 13. | DEGREE OF DISABILITY FOR RESERVATION : |
| |
Only such persons would be eligible for reservation in services/posts who suffer from not less than 40 percent of relevant disability.
A person who wants to avail of benefit of reservation would have to submit a Disability Certificate issued by competent authority. |
| |
The categories of disabled suitable for the said job (on functional classification) is :-

| 14. | COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE : |
| |
The competent authority to issue a Disability Certificate shall be a Medical Board duly constituted by the Central or a State Govt.
The Central/State Govt. may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular
field for assessing hearing disability, as the case may be. |
| |
The Medical Board shall, after due examination, give a permanent disability certificate in cases of such permanent disabilities where there are no
chances of variation in the degree of disability. The Medical Board shall indicate of period of validity of the certificate, in cases where there are chance of variation in the degree of disability, No refusal of disability certificate shall be made unless an opportunity is given to the applicant of being heard. On representation by the applicant, the Medical Board may review its decision having regard to all the facts and circumstances of the cases and pass such orders in the matter as it deemed fit. |
| |
At the time of initial appointment and promotion against a vacancy reserved for persons with disability, the appointing authority shall ensure that
the candidate is eligible to get the benefit of reservation. |
| |
| 15. | Important dates : |
| |
a) Filling of online applications will start on – immediately after publication of advertisement in Employment News. |
| |
b) Last date of application on online system – 21 days from the date of opening online system, which is the date of publication of advertisement in Employment News for filling of online application. |
| |
c) Last date of receipt of print out of filled-in/hard copy of application form, alongwith all supporting documents,
will be 08 days from the closing date of online application. For example, if advertisement is published in employment news on 24-11-2012 then the closing date
of filling of online application will be 15-12-2012 and date of receipt of Hard Copy of application form at Ordnance Factory
Muradnagar; will be 24-12-2012 (23.12.2012 being Sunday). For example if the closing date falls on a holiday/sunday, next working day will be the
closing/last date. |

d) Tentative date of printing of Admit Card will start after 45 days from the closing date of online application, however candidates are advised to visit the OFM website on frequent intervals for finding out the status of application and for printing of admit card etc. |
| |
| 16. | CAUTION TO ALL CANDIDATES : |
| |
Some unscrupulous elements may approach the candidates with the assurance of procuring appointment for them in the factory through illegal
gratification. Candidates must not fall prey to such false assurance or exploitation and must not entertain or encourage such elements in any way.
It is emphasized and re-assured that the written test and the selection process will be done on merit only in a transparent manner. |
